Philo Northrup Philo Northrup has been an exhibiting artist and maker of ArtCars for 24 years. He is the co-Founder of ArtCar Fest, the largest exhibition of ArtCars on the West Coast and the only event in the world devoted exclusively to ArtCars, as well as the founder of the original ArtGolf, a miniature golf course designed and built by artists.
